It gives more detail about the character. Buckshot means rough and thorough, so this gives the imagery of rough and tough eyes. This develops the character as a rough/tough person, as he probably glares a lot, and his eyes obviously intimidate the people of the town. In "The Lottery" the author writes, "The morning of June 27th was clear and sunny, with the fresh warmth of a full-summer day; the flowers were blossoming profusely and the grass was richly green."
