It is saying that everyone, at some point, is going have to grow up and answer the toughest questions known to man. Make hard decisions. Decide if being thousands of dollars in debt is worth an education. 

I, personally, do not believe people mature at a certain age. I feel as if it is more of a case-by-case basis. For example: Someone who is growing up with a single parent might have to learn responsibility and maturity quicker than one who is birthed into a full, happy home. The basic measure of maturity, I believe, is the ability to take, uphold, and respect responsibility. Responsibility to family, work, church, or whatever else is important in your life. Also, I do believe that not everyone matures, and there can be different factors that cause this. A child might be spoiled to a point that they never learn responsibility. Or someone could go through a drastic psychiatric event that damages them so deeply that they never recover. All-in-all, I think that maturity is based on the level of responsibility one holds. There is no set date or age for these measurements, and not everyone develops maturity.
