He has PTSD from the war and as a result, built a bomb which killed a girl. He is clearly mentally ill and would benefit greatly from therapy or any kind of help, but instead he was placed on death row
- Despite Bryan's efforts, he is sent to be executed. As a last tribute to him, the other inmates bang their dishes on the bars of their cells to let him know that he isn't alone
- Herb's death symbolizes the failure of the justice system. He was a man who should never have been on death row, let alone executed for his crimes.
