Law enforcement entities have recently began to struggle with staffing their agencies. Budget cuts and restraints are some of the biggest issues that face staffing a law enforcement entity. After graduating from Columbia University, he worked with the Bureau of Municipal Research where he eventually became the director. As his career progressed he became associated with commissions on the administration of justice and on law revision. In 1930, Smith made his biggest contribution to Law Enforcement by creating the Uniform Crime Reports (UCR).  The UCR is now a nationwide program, where law enforcement agencies voluntarily report data on crimes.

Members and teams as a whole with more experience and skills are able to perform better in such roles and together as a team. Personnel with more experience and more skillful such be placed in more central roles which are more critical for the team to succeed (Robins &Judge, 2013). Behind those critical decisions should be a manager capable of allocating the correct personnel for each role. The manager needs to understand each person's strengths and weaknesses to be able to make the correct allocation or personnel.
