There is a fundamental failure to leverage private sector finance to what is being brought by the public sector. And this is not place blame but for us to realize that we need a consorted effort by private and public resources.

Different countries have different approaches to market mechanisms than private sector approach to markets. And there is no one silver bullet, but many business models needed to succeed in this.
By better matching and networking country needs and private finance offerings we may be able to begin to create public - private partnerships, so critically needed.
Mitigating climate risks are extremely important in this context, for the private sector.
