On the other hand police force also did their best but on small level that is why I have choosen the government as a main character

It tells us that the Relief Camps were run by military/soldiers. It also tells us that the homeless/unemployed men are very hungry during that crisis. Those men are doing those manual labour for their own basic necessities. This political cartoon tells us about the crisis that the Canadians faced. We shoukd be thankful because we didn't experienced this before.
