Sapa Inca means "sole ruler." A Sapa Inca was the king or emperor of the Inca Empire. He was the most formidable person in the land and the people reported to the Sapa Inca. His wife was the queen and she was called the coya.

Stealing, cursing the gods, murder, and cheating on taxes were all illegal. Nevertheless, there wasn't too much crime in the Inca Empire mainly because the punishments were brutal. For instance, if people often cursed at the gods, they would be executed. Another example is that if people were caught stealing, they'd get their hands chopped off.

Upper ranking officials were usually relatives of the emperor and were always part of the Inca class. To begin, the Inca Rantin was a close relative of the Sapa Inca and was his closest advisor. Next, the high priest was likely the second in power to the Sapa Inca because of the significance of religion in the Inca Empire. Then, the governors of a quarter, called an Apu, ruled one of the four quarters of the Inca Empire. Furthermore, the council of the realm consisted of powerful nobles who advised the Sapa Inca on major matters. Moreover, to keep control, ensure that people were paying their taxes and following the ways of the Inca, the Sapa Inca had inspectors, or tokoyrikoq, who watched over the people. Additionally, there were military generals called Apukuna. The head generals were often close relatives to the Sapa Inca. Lastly, there were several other government officials and leaders in the Inca Empire like judges, priests, tax collectors, and military officers.
