They had 2 assemblies which were centuriate and tribal assemblies in which the centuriate would discuss war and peace and elect "all those magistrates who exercised imperium (military power)."   "In times of military emergency, when unity of command was sometimes necessary, Rome appointed a dictator in place of the consuls..." In 451 B.C.E Rome had written their first set of laws on 12 bronze tablets. People of high power would attend and discuss what they thought was fair. These people of power where rich citizens, consuls, etc. They also had tribal assemblies to defend against serious public offenses. These public offenses were non-military.
