FCPS is moving away from using the teleconference line.  Your lead teacher should have received information on what to use instead.   

If you log into VPN and go to the DP&E intranet site  (http://fcpsnet.fcps.edu/ssse/Mont_Comp/) scroll down until you see step-by-step handouts located in Technology Support Documents and Training section..

Typically schools may not share each team/grade level's budget.  
 However, each school has their own process (of who to contact and how to make a request) if a teacher needs supplies during the current school year.  I would ask your mentor about your school's process.
