The second step in a bill becoming a law is the introduction of the bill. Both representatives in the house and senators in the senate can introduce bills. A bill is introduced when it is placed in the hopper, a special box on the side of the clerk’s desk. Then a bill clerk assigns it a number that begins with H.R.

The third step in the process of a bill becoming a law is the bill going to a committee. The H.R. has 20 standing committees, 21 congressional committees, 1 select committee, and 95 sub committees. Some examples of standing committees are agriculture, budget, energy & commerce, finance, judiciary, and natural resources. The committee has to approve the bill before it is debated on in the H.R

The fifth step in the process of a bill becoming a law is voting. At least 2/3 of the members of the H.R. have to vote yes for it to be brought to the senate for debate. There are three methods for voting on a bill in the H.R. viva voice (The speaker of the house asks the representatives who vote yes say aye and those who vote no say no), division (the speaker of the house asks those who support the bill to stand up and be counted and same with those who oppose it), recorded (representatives record their vote using the electronic voting system, representatives vote yea if they support it and nah if they oppose it

The sixth step in the process of a bill becoming a law is the bill going to the senate. When the bill goes to the senate it goes through many of the same processes it went through in the H.R. The bill is discussed in a senate committee and then debated on then voted on. Senators vote by voice. Those who oppose the bill say nah and those who support the bill say yea. Once the bill passes in the senate it is ready to go to the president.

The seventh step in the process of a bill becoming a law is going to the president. When the bill reaches the president he has 3 choices sign and pass the bill - bill becomes a law, refuse to sign or veto the bill - the bill is sent back to the H.R. along with the presidents reason for vetoing the bill. If the H.R. still believes the bill should become a law, they can have another vote on the bill. If 2/3 of the representatives and senators vote yes then the presidents veto is overridden and the bill becomes a law after 10 days. If congress is in session the bill automatically becomes a law, if congress is not in session the bill does not become a law.

If the bill has been approved by both H.R. and the senate and has been approved by the president (or has overridden a presidential veto with 2/3 vote in each house). Then the bill becomes a law and is enforced by the government.
