Later secret negotiations between Napoleon the third and Cavour resulted in a Franco piedmonts military alliance an agreement to work together to push Austria out of Italy. Austria lost about half of their territory and Northern Italy including Milan. There were a few territories that were not on board with having independence. Pedro eventually dissolved the assembly that was going to write their new constitution. Then, he put new people in charge which then made more territories break off and declare independence from Brazil.
