(2) First of all, they come there to buy presents and decorations for the said holiday season. Secondly, the consumers know that there are always sales in the holiday season, so they wait until then to take advantage of the lower cost.
(3) Cigarettes are extremely addictive, making it extremely hard to stop smoking when you have caught the habit. Higher taxes do discourage teens from trying cigars, but they don't discourage older groups because they do not pay any mind to the higher price. This is because of both a greater financial ability and a stronger addiction than teens.
