I don't believe in this case they're is a right or wrong answer because it is purely based on what you as an individual value most. I also am confused if you mean relationship like just romantic or just any relationship that isn't family but i'm gonna take it as the second one. With all of that being said, i think your loyal to who you want to be loyal to and a relationship you choose to be loyal in, that can also be family. Family are members that should always have your back no matter what. Relationship is an individual that you sometimes just met, so their loyalty will remain more important, to see if your partner really cares about you, since a family member don't really need to prove you that you can trust them. they are family, sometimes from the same parents.

It allows for much needed trust and reliability. Ones loyalty can affect one’s relationship with somebody. 

A decision between having loyalty between friends or family is a tough question to answer. The phrase Blood is thicker than water is very important to me it means that family is more important than any friendship. Just because some people are not my blood relatives and to some people they may just be considered my friend it does not mean that to me, if I have enough trust in you, I will consider you family and for that i say loyalty in family is more important 

In Light My Way by Drake, Drake says  “People turned they back on my for no good reason, Loyalty is priceless and it’s all I need,” Meaning that people have let drake down in the past and that he finds loyalty important. I found this relevant due to it showing how if you put your trust and loyalty in somebody who will not do the same it can go side ways when you least except it.

I think loyalty in a family is more important because no matter what family should come first. Loyalty in a relationship is important but you've been with family your whole life, you grew up with family.
