Many resources were diverted to heavy industry during the first plan so now consumer industries suffered from lack of development. 1933 Kirov argued for realistic targets focusing on consumer goods for a another five year plan.

The second plan also prioritised the heavy industry but the targets were downscaled while dealing with outcomes of collectivisation and lack of consumer goods.

The lack of planning in the first plan caused problems within the railway system since they couldn't cope with traffic. Priority was given to the railway, transport and communication.

1937, USSR was now self sufficient in machine tool production. Heavy industry and chemical production was rapid.

Soviet share of world production grew from 2.6% (2013) to 3.7% (1929) to 13.7% (1937). Soviet Union jumped from 15th place in world electricity production to 2nd.
