         <description><![CDATA[<div>It was a well crafted course on macroeconomic and sectoral policies for a sustained job recovery. This course broadened my understanding of the various economic terminologies, policy tools, impact of fiscal and monetary policies on sectors and also employment and job creation. Especially, emerging from the pandemic what&nbsp; important issues and challenges will be faced by economies worldwide in terms of labour and employment were well taught by the experts in the various webinars all through these past weeks. The content curated for the course helped me understand the significance of gender sensitive macro-economic policies and how to design various policy measures to achieve gender sensitive and equal opportunity employment. It also taught me how to identify promising sectors for decent jobs in the economy. It helped me understand the potential between the actual exports of various sectors v/s the potential of such sectors to create more exports and thereby more employment or even economic diversification. It also taught me how skill development is important to create meaningful, inclusive and sustainable jobs for future. Since the global environment is fast changing, we need to study the global environment which will have an impact on domestic labour market as well as supply of labour for international labour markets thereby achieving safe migration. It also taught me the importance of strategic structural transformation and what factors are important for an economy when it implements structural transformation based on the experience and case studies of other economies. Lastly, the course taught me about the effectiveness of the implementation mechanisms to ensure sectoral policies lead to employment creation and also promote a sustained job rich recovery and an inclusive economy through&nbsp; process of social dialogue with all stakeholders and partners.&nbsp; &nbsp;</div>]]></description>

I still can't get to grips with the process of including gender in policies, but at least I'm already starting to look at issues and aspects of job creation that might negatively impact on a specific gender or even a vulnerable group of the population.</div>]]></description>

         <title>Solid academic and theoretic foundation </title>

         <description><![CDATA[<div>The course gives a solid overview of key issues in national economic development strategies and their link to employment. What I took away is:<br>1. Investment is key for structural transformation. How to create the fiscal space for all the required investment remains still to be solved.<br>2. National monetary policies have a strong link to employment. It seems ILO advocates for higher inflation and more spending, and considers the downsides of both as manageable or "the lesser evil"<br>3. I/O, ITC and OEC methodologies are all interesting but hugely flawed. Perhaps OEC is the most useful, but also the most difficult to implement, requires vey nitty-gritty interventions.<br>4. Skills strategies are also important, but in the course they were a bit disjoint from the overall framework. It is such a big topic on its own.<br>5. Gender equality came out a few times, i think the case could be made even stronger for a feminist economic development theory. And what actions remains still a bit of a mystery.<br>6. The nuts and bolts /different tools of industrial policy were also only superfically touched, but i guess that's not ILO core mandate, but crucial to make sector development work.&nbsp;<br><br>Overall great course, now i need to think more about implementation of what I learned...</div>]]></description>

         <description><![CDATA[<div>I enjoyed the course very much. Personally for me i have never done a course like this before apart from attending meetings to do with policies. The overall context of the course has opened up my mind into the economic aspect of employment and how all areas are linked to employment creation and job recovery and sustainability.<br><br>For M1 on the Labour Market issues the example of Sri -Lanka is a very interesting case study because when reading through it i discovered that it fits well with the experince of many countries and my country. Since my country is a small country with just a population just over 300,000 people the case study of Sri-Lanka fits so well with my countries situation.<br><br>The skills shortage is a very big issue in my country when we discovered there was a skill shortage in the country after many former employees were registered to work in the seasonal labour moblity program in New Zealand and Australia. Employers were very much concerned about their employees working in seasonal programs overseas creating a occupational gaps in their business and finding it hard to have it filled again. especially in the tourism sector and airline where a very high number were left jobless when the boarder closed in March/April 2020. The Department of Labour &amp; Employment Servces had to deal with grievances of employees with the employers.<br><br>It appears that the educational and training institutions were not prepared for the Covid19 fall out when the boarder closed. The Covid19 situation also helped us identified gaps in our labour laws because we never experienced the spanish flu or Sars flu like some other countries so we did not have laws that address such areas. We did not work on our skills development sufficiently prior to Covid19. &nbsp;<br><br>The National Trade Policy Framework 2019 to 2025 had addressed most areas that respective government bodies and agencies must implement in order to push the NSDP or National Sustainable Development Plan forward. And gaps in laws, lack of funding and not enough human resource and weakness in frameworks or lack of proper legal framework has contributed in alot delay. <br><br></div>]]></description>

         <description><![CDATA[<div>The situation of Covid19 allowed the government at that time to implement an ESP or Employment Stimulus Package. The Package was administered by the Ministry of Finance &amp; Economic Management. It was divided into three elements of funding. There was the percentage for employers, then for employees, for superannuation/orprovident fund. There was allocation for self-employed/or individual business persons to assist them in that period. It covered the periods from April 2020 to September 2020. Another allocation was released in 2021.&nbsp;<br><br>There was a need for the productive sector so there was allocation for the productive sector mainly the Agricultural sector to help farmers in the rural areas.<br><br>New Orders were made that restricted movement of people and services mainly the shipping industry was affected because people were finding it hard to travel or bring their local products to sale at the open markets.&nbsp; It was relaxed a little bit fter much discussions.&nbsp;<br><br>OHS rules were enforced every where even though people complained but the OHS rules educated people to see the importance of personal protection.<br><br>The first Social Protection Policy was discussed in february 2022 to address the situation and it was endorsed in february 2022 by the Commissioner of Labour there was an assessment being conducted last year. But it will take time to develop a Social Protection Policy and its legal framework.<br><br>The National Employment Policy&nbsp;workshop was first conducted in September 2022 by ILO. A second workshop was conducted this year 2023 in february. There will be some more steps to complete in order to officially finalize and develop the policy to address and strengthen the Domestic labour market.<br><br><br></div>]]></description>

         <description><![CDATA[<div>This is a very important element because women were mostly affected during the crisis. For unemployed women/girls they find it really hard to find full-time jobs to meet their personal and family needs except for casual jobs on a casual basis but that still did not help them much. However, due to a strong external family network they managed to sustain their families. In addition, many were registered to work overseas in the seasonal labour mobility program in New Zealand and Australia. Even women/girls in the tourism and airline sectors had to seek work in the labour mobility program overseas. Majority of these women/girls are in the private sector now working overseas in the seasonal program. Women who had a stable job in the private sector and government remained in their jobs.&nbsp;<br><br>In the long run, Companies/businesses should also increase the employment of  women in the workforce. This is not to discriminate against men but to address unemployment of women/girls and reduce the unemployment of  women/girls. </div>]]></description>

Some of the promising sectors for my country that have been identified in the National Trade Dvelopment Policy Framework are stated below:<br>Agriculture and agro-processing to capture an increased share of domestic demand and increase exports in areas of comparative advantage.<br>Tourism to diversify its suppy towards rural areas,<br>Services to increase competiveness of other sectors, including through the application of new technologies,<br>Promote skills development to make productive use of technological innovation,<br>Education and skills.<br><br>These areas with its human resource and laws with other mechanism should help  drive my nation forward. </div>]]></description>

         <description><![CDATA[<div>Within our context, the National Trade Policy Framework 2019 to 2025 has been developed in 2019 and Skills development policy has been developed already. The first Social protection Policy&nbsp; meeting has been conducted and the National Employment Policy is in its development to be completed as well as other policies to overall address the NSDP/or National Sustainable Development Plan forward with all its mechanisms in the seven years. The NSDP deadlie is 2030.<br><br>The NSDP was developed in 2016 and will end in 2030. There are several major Pillars in the NSDP: SOCIETY, ENVIRONMENT &amp; ECONOMY. Our first national summit was held this year in June 2023 and reviewed all gaps and delays in the Pillars. The second national summit will be in 2026.<br><br>All of these policies intersect in the NSDP to promote a sustained job rich recovery and an inclusive economy. The challenges that we must overcome: funding, human resource, legal frameworks, legislative reforms, technological tools, accessiblity, availalibility of resources, capacity building, and many more in order to strengthen our domestic sector and reduce brain-drain. </div>]]></description>

         <description><![CDATA[<div>I really enjoyed the course. Although I was not able to participate in the live sessions but I have learned alot through this course. Especially, the intra-regional or country comparison opens avenues for future research for me. The skill mismatch is a big issue in majority of the countries and I never consider this issue in a broader way. <br><br>Apart from this, the staff and trainers were very cooperative. I hope to be part of future courses as well to enhance my knowledge.&nbsp;</div>]]></description>
