When the state wishing to secede does so with the assent of both its own citizens and the citizens of the remaining nation; or
When the national majority is presently oppressing the citizens of the seceding state, the people of the seceding state have tried all other political and judicial avenues of redress, and there is no more moral avenue open to them; and, in all cases
When the seceding state respects the rights and obligations of all concerned and seeks to negotiate a fair settlement of claims and a peaceful withdrawal
