I would coin the opinion that Malaysia, as of late is not an activist State in Southeast Asia. Chiefly due to the fact that Malaysia is mired by domestic instability, externally sourced, and internally perpetuated by political infighting.
This failure of an active and cohesive foreign policy is highlighted by the fact that Malaysia failed to attract Tesla who instead went to Indonesia.

However, prior to this, Malaysia can be considered an activist state. First, given its geostrategic location on the Malaccan state, through which 20% of world trade flows and at its narrowest is 1.7 miles long. Secondly, is its political structure which has attracted mind States. Culminating in strategic partnerships with democratic states- US visiting way back in 2015. Thirdly was its neutral stance, echoed in ASEAN and its members, serving as an magnet fo cooperation with regional countries/partners

Firstly, Malaysia is rich in its natural resources and has always relied on its export industry and manufacturing (late 80s) to generate its economic wealth. It has been active in fostering diplomatic relationships with other countries including bigger powers such as Japan and China. Especially through the bilateral relations of the Look East policy between Japan and Malaysia to further attract Japanese Direct Investment in the country. Besides, Malaysia is also an active supporter of the Palestinian liberation movement as Malaysia has shown solidarity and given strong support to the country's sovereign status over the years. Malaysia has also shown immense support and assistance to Bosnia during the Bosnian war in the 90s.

Currently, Malaysia is undergoing a severe political crisis, hindering progress in economic stability especially during this post-pandemic period and gaining criticsm worldwide due to its endorsement in instrumental threats of democracy such as corruption, in regard to the 1MDB scandal recently.

Malaysia has a principled and pragmatic foreign policy, founded on the values of peace and humanity; its fully committed to multilateralism. It moves forwards with the principles of engagement and cooperation rather than isolationism and unilateral action. However, the prolonged political complication is a ticking bomb for Malaysia’s foreign policy if it remains unresolved. Foreign policy begins at home, as the saying goes, and Malaysia must get its own house in order to avoid a catastrophic situation in dealing with the growing regional uncertainty.
