Of course bribery is wrong, and who doesn't know that? However, in thinking further, I realized that there's more to it. There are so many levels and nuances, so it's much more complex than it appears. For example, if you accept a gift from someone, even if they are a righteous person, you can be swayed to hear their side unfairly due to the bribe. It's also important to realize that a bribe can come in many forms, so it's important to extend the meaning to include anything that would influence you or prejudice you toward one side or the other. This quote says to never wrongly accuse someone, and don't cause harm to good people. G-d is saying that justice should prevail and if innocent people are harmed, it is unjust. You shouldn't get something that you don't deserve. G-d then says that if someone does harm the innocent or wrongly accuse someone, that they will be punished, because it is what they deserve.
