la representación que menciona el tribunal constitución es una representación legal que se encuentra una falta  al no tener o no cuenta con una representación eficazmente adecuada porque no  se encuentra voluntad de ni del representante ni el representado  por ello asume una representación legal.
2. identificas las partes  que intervienen en la relación representativa.
Tenemos como partes intervinientes como: 
- como representado a la asociación de pensionistas de la 20530, sector salud -en la zona sierra ubicado en HUARAZ.
-  como representante al señor Víctor De Paz Hidalgo  que es el presidente de la asociación que no se le reconoce suficientemente su representación ante esta casación.
- como tercer es la dirección regional de la salud del gobierno regional de ANCASH.
