         <description><![CDATA[<p>The voting in 1979 was rigged because Leonid Brezhnev was given 99.99% of the votes and the other political campaigns received only 00.01% of the votes. <span style="font-size: 13px;">The voting had been rigged by the government and the Leader of the Soviet Communist Party to maintain the appearance of democracy. The government also send political workers to encourage voting because after thirty years of the communist regime the people began having problems. </span></p>]]></description>
