In 1999, United Nations Industrial Development Organization (UNIDO) stated that the excessive use of water is critical in terms of production of hazardous wastes. Thousands of cubic meter of waste water are improperly disposed of annually in Metro Manila, usually to rivers and seas.

Industries should also redesign the processes in manufacturing their products in such a way that it will cause less production of pollutants to be disposed in water. Industries who will fail to meet the water quality standards should be closed down.
