         <description><![CDATA[<p>i think justinians religious order and persecutiion was most effection to gain more power because he restricted other religions besides christianity, he took down greek philosophy schools, civil rights of the jewish were not permitted in the code which all of this made many fall under his knees, centralizing one religion which made people vunerable to justinian causing him to gain more power.</p>]]></description>

         <description><![CDATA[<p>I believe that the religious order and persecution was the most effective to gain control over his empire. This helped him because he had his own religion in which he ruled his empire in, which was Orthodox Christianity. He restricted other religions in his empire, so that people could only follow Christianity. He persecuted other religions so that people can convert into his religion. People would have to change their religions and follow his because they wouldn't want to be killed. This gave him the power and control over his people, to make him do what he wanted.</p>]]></description>

         <description><![CDATA[<p>In my opinion, Justinian's strategy that he used during the Nika Riots was the most effective. Riots cause societal unrest and rebellion, which can uproot his other methods and make them useless. The riots can spread to other conqured areas, making expansion useless. The rioters go against Justinian's Code and encourage law-breaking, and those who were under threat of religious persecution would join the resistance and riot as well. By meeting the rioters where the riot was being formed and stopping it before it could escalate further, the riot was put to rest. The riot leaders were punished and killed, and the empire was maintained effectively.</p>]]></description>

         <description><![CDATA[<p>The most effective strategy of Justinian in order to gain and maintain control has to be his code, Justinian's Code. The code took outdated laws and reformed them into better, more significant ones that impacted society heavily. Justinian created a code where he took laws from previous time periods, or the 12 Tables, and went into more detail with them since he believed that having those outdated laws were beginning to not be used as often as they were in previous times. Instead of the 12 tables' law on how "Plebians and Patricians" are not to marry, Emperor Justinian thoroughly mentions/dictates who shall and who shall not be married. (Mostly who will or will not be taken as a wife, but he also makes it clear that social classes are not to intermix). By establishing a code which distinctively touched upon laws about marriage, criminal justice, women's rights, slavery, and property ownership, Justinian believed it would've helped create a more orderly society and empire to live in. </p>]]></description>
