Reasons: 1) Relationship with Changi Sailing club can allow for paddle through and landing options. 2) More sheltered from wind and tide. 3) Loyang PCG area allows for immediate support and evac point. 4) Loyang shipyard has significantly less traffic volume than SAF Ferry Terminal. 5) May have more place-based learning value at Pasir Ris coast.
