For it is seen in the exchange between Dathon and his first officer how the former conveyed his plan in so few words, and yet these few words were able to share with his team what he intended on doing with Picard and guide the actions of his Tamarian team aboard the ship. 

As Bogost so aptly puts it, "'Strategy' is perhaps the best metaphor of all for the Tamarian phenomenon the Federation misnames metaphor. Even when the syntax seems scattered on the surface, those who speak the Tamarian language can glean the depth and profoundness of so few words.
