There are a number of factors which cause vaccine hesitancy some harder to address than others. The simplest to address will be the "personal lack of risk" approach, whereby individuals don't think they are that at risk of the virus and that they'll be able to "shake it off" easily so they don't see a point in taking a vaccine. The key points for addressing this issue are: 1. Taking the vaccine reduces the possibility of catching and spreading the virus to others (both vaccinated and unvaccinated) 2. vaccine efficacy is never 100% therefore by taking the vaccine you are protecting those in society who couldn't take the vaccine or those few individuals on whom the vaccine was ineffective, thus you are contributing to true herd immunity
COVID-19 vaccine refusal, UK - Office for National Statistics (ons.gov.uk)

We have to continue pushing with our ambition to reach as close to 100% vaccine coverage as possible, despite the challenges, as the data clearly shows, vaccines could potentially save thousands of lives by persuading those in the UK public who are hesitant, to choose to be immunized against COVID-19.
