Answer - in Kaltura we can order subtitles to be generated automatically. These are typically about 70 - 80 % accurate and can then be manually edited. For specific accessibility requirements - more accurate transcriptions can be ordered - these are human generated so 100% accurate

1 - YouTube is not "often" accessible in China. WE are setting Kaltura up so that it is.
2 - YouTube is not an "official" University system, so it may not be appropriate for your content to be stored there - for example for feedback on student work, or students' assessed work
3 - YouTube doesn't offer much flexibility in terms of managing content
4 - placing materials in Kaltura means that we can start pulling all our assets together and sharing them in one repository that we all have access to, rather than having content dotted around hundreds of different YouTube channels
5 - we can also publish directly from Kaltura into selected YouTube channels
