I think that the author is saying that apps are not like safe and not that protected for example paragraph 2 the author said "the tools do offer some help, such as blocking strangers from messaging kids. But they also share some deeper flaws,starting with the fact that teenagers can get around limits if they lie about their age.'' so that shows that the platforms ask for the age but teens and CHILDREN can just lie about their age and use the app.

I think the author is trying to say is phones are not going anywhere so lets try to fix them and help to protect kids and help the parents.like Snapchat made family center so the parents could help see who there kid is texting but they can't see the they text.Tiktok, you can block people like lots of apps will allow you to block people and also you can have a family acount and know what your kids are posting
