2) It won't be seen as an act of invasion, but rather as a warning of the consequences if they allied with the Soviet Union.  Moreover,  they would not have any grounds to say that they can invade USA because of aggressive actions.

Thus, using a warning would be a safer and more reliable option for Kennedy to use.

3) Even though the tone is aggressive, Castro would not neccessarily abide to USA as USA is just warning them with words and no action is taken.  It was also considered as a "pretty weak" response by the USA's friends and mutuals. Moreover, The USA had already stated that they would take action against offensive weapons, and for them to respond with a warning, it would be anti-climatic and would again be seen as  weak response.

2) No one would get hurt in the process, the Cuba and Soviet will see USA just protecting their country and might eventually stop. Nothing will threatened as USA's would simply be protecting their country.
