There are three main characters of "The Lottery". The unfortunate loser, Tessie Hutchinson. The oldest man in the village, Old Man Warner. The conductor of the lottery, Mr. Summers. And the postmaster, Mr. Graves. The story begins on the warm morning of June 27, at about 10 a.m. In the town's square, where the people gather. It's between a bank and the post office.

I think that this story fits into the plot structure of "tragedy". This is because when the Bill Hutchinson drew the first time, his wife Tessie argues it wasn't fair, because he didn't have time to pick. So they redraw, and because of her decision to speak out, she gets the short end of the stick and gets the paper with the marking on it. Signifying that she "won" the lottery. This is why it fits into "tragedy".
