         <description><![CDATA[<div>The 1993 reform, Law 100 brought promise to all for universal healthcare in Colombia, The General System of Social Security in Health (<em>Sistema General de Seguridad Social en Salud</em>, SGSSS). This public health system made it possible for all Colombian citizens to receive coverage, based on employment, through three tiers. </div>]]></description>

         <description><![CDATA[<div>Under SGSSS, individuals can become affiliated through three regimens (OECD 2016): (a) Contributory Regime (CR), this regime is for individuals with formal employment. (b) Subsidized Regime (SR), designed for individuals without formal employment or individuals unable to pay into the CR scheme. (c) Special Benefit Regime, which includes the armed forces, teachers, and a state-owned petroleum company. <br><br>Furthermore, the 1993 reform was designed to create a managed competition model, allowing Colombians to choose from a selection of 60 Health Service Providers (<em>Entidades Promotoras de Salud</em>, EPS) (Giedion and Uribe 2009). These EPSs are private, but act as the intermediary between patients and hospitals, and clinics, also referred to as Health Service Institutions (<em>Instituciones Prestadoras de Salud</em>, IPS). In addition, all individuals associated to the SGSSS are entitled to a package of healthcare services called The Mandatory Health Plan (<em>Plan Obligatorio de Salud</em>, POS). This plan outlines the basic benefits available for all under each of the 60 regimens within (or under) the EPS. POS was originally designed to cover 60% of individuals. Due to current reforms in July 2012, the systems unification now provides full access to all (OECD 2016).</div>]]></description>

Facing serious problems within the health system financially, Law 1751 was passed in Colombia on February 16, 2015 to help with the issue allowing the systems unification </div>]]></description>
