         <description><![CDATA[<div>-As can be seen from the link below, there is no reported development in the 21217 area due to it being a historically disinvested area. Interestingly enough, there is supposed to be a map to track the work happening across each district in Baltimore however the project says "aborted".          <title>Historical and current disinvestment in 21217</title>

         <description><![CDATA[<div>Today, the impact of the racist ordinance passed in 1910 and systematic exclusion of poor Black people since then has left the area disinvested and created a high poverty, high crime, and low resourced area. A task force was created in Baltimore to create more equity in such areas however the Upton/Druid Heights community is not a focus of this group. The area I work in does not even show up on the map pasted below which is titled "community assets"..but MICA University is on here which is less than 1 mile away.          <description><![CDATA[<div>The Upton/ Druid Heights community is the site of the first Black community in Baltimore and used to be an area for prominent black figures including lawyers, doctors, and retailed. He proposed to recognize majority white residential blocks and majority black residential blocks, and to prevent people from moving into housing on such blocks where they would be a minority. The Baltimore Council passed the ordinance in 1910. </div>]]></description>

         <description><![CDATA[<div>Residents living in the 21217-zip code have very little power relative to other areas. The area is pre-dominantly Black, low-income, historically disinvested area and the median household income is less than $19,000 so oftentimes students and their families are struggling to have even their most basic needs met due to their socioeconomic status and the lack of opportunities that come with it. The city of Baltimore has Black leadership in the mayor’s office, in the city council, within the school district, and across other organizations, however, neoliberal agendas, racism, and white flight to surrounding areas have left limited resources and money for vulnerable communities. In addition, educators also have limited power and voice as they are at the whim of federal, state, and local policies and decisions. </div>]]></description>
