British refuse to close the Suez Canal to Italian shipping: this might lead to war in the Mediterranean. 

Italy withdrew from the League in protest, like Japan in 1933.

British gov faced election under pressure to support the League and policies. Didn't want to militarily threaten Italy, could lead to a war they couldn't afford to fight. Produced plan known as the Hoare-Laval Pact, called for placing two-thirds of Abyssinia under Italy and leftover to independent Abyssinia. Would've been successful but was leaked - Hoare forced to resign. Britain had control of Suez Canal, easiest path for Italy to get to Abyssinia.
