The slow way to calculate:
If he cut one piece, then he would have 10 uncut + 3 = 13 pieces
If he cut two pieces, then he would have 9 uncut + 6 = 15 pieces
If he cut three pieces, then he would have 8 uncut + 9 = 17 pieces
etc...
If he cut nine pieces, then he would have 2 uncut + 27 = 29 pieces

The fast way to calculate:
Cutting them into three parts gives two extra each time
29-11 = 18 new pieces of paper, and 18/2 = 9

Three times this sum: 3 × 3 = 9
9 is not the square of the tens digit 9 (9×9=81)

Try 231:
The sum of the digits of hundreds and ones = 2 + 1 = 3
Three times this sum: 3 × 3 = 9
9 is the square of the tens digit 3 (3×3=9)

Try 741:
The sum of the digits of hundreds and ones = 7 + 1 = 8
Three times this sum: 8 × 3 = 24
24 is not the square of the tens digit 4 (4×4=16)
