In turn of a bad education they do not have a degree or even a diploma. Without a proper degree they may get a job that isn't considered a "dream job" like actor or singer. Unless they wanted to clean up after kids who puke, poop, pee, and trash the place over and over again.  A janitor job is a low job. Don't get paid much and it probably stinks. The teachers or the state put in regulars and to sort out who's going to be successful and not successful.
