Leading into 1991, Los Angeles was a city under pressure from rising tensions between the LAPD and communities of color, particularly Black and Latino residents. For years, the LAPD had been accused of using excessive force, racial profiling, and aggressive policing tactics, especially under Chief Daryl Gates. In South Central LA, poverty, unemployment, and gang violence were already creating a sense of hopelessness. In this climate, distrust of the police ran deep.

After WWII, many Black families moved to LA for jobs, but housing segregation forced them into overcrowded neighborhoods like Watts, Compton, and South Central. When they did move into these neighborhoods, the police department which was controlled by Chief William Parker at the time, was known for racial profiling and prejudice. This created a negative relationship between the community and created tension that played a part in leading the movement of the riots.

In 1991, Rodney King was on parole for robbery, he led a high-speed police chase through LA; later, he was charged with driving under the influence. When the police officers caught him, they kicked and beat him for up to 15 minutes, while other police officers watched and commentated. This is what ultimately caused the LA riots, which began in 1992.
