Leading into 1991, Los Angeles was a city under pressure from rising tensions between the LAPD and communities of color, particularly Black and Latino residents. For years, the LAPD had been accused of using excessive force, racial profiling, and aggressive policing tactics, especially under Chief Daryl Gates. In South Central LA, poverty, unemployment, and gang violence were already creating a sense of hopelessness. In this climate, distrust of the police ran deep.
