In this type of monarchy, a legislative assembly (similar to our Congress) has gradually increased its power over time. Eventually, the monarch lost all real political power but remained as a figure-head. In this role, the monarch serves as the ceremonial head of state. In a constitutional monarchy, the real powers of government rest with the elected legislature who the people vote into power. Constitutional monarchies have written documents or constitutions that prevent the government from having too much power. In this sense, a constitutional monarchy is actually closer to a democracy.
