A study made by Stanford alumni reveals that the model of a helmet has an effect on how severe of a concussion you can get. And the better model can prevent one at all.

Nicholas Cecchi is developing a helmet with 21 liquid shock absorbers. This would absorb all of the contact to the head and reduce most to all of the impact or damage to the head.

There have been 50 rule changes since 2002 that are meant to reduce concussions. The newest one is the kick off change. This has dropped down concussions by 80% on all of the kickoffs. The other rules have not made as much of an effect as wanted. They could make an effect if they were enforced more. The refs could call penalties on them more. Or players can receive bigger fines than they do now.
