I think it can be solved by a harsher law put in place because the fish population is going down because it can't replenish in time for more people to over fish. It might just be a candy wrapper, but it is bad for the environment. I think it should be local and state. There are many animals that are just being hunted for the satisfaction of a person. It might just be a person wanting the head of an animal mounted on the wall. For example the polar caps are melting because the Earth is getting warmer. I think this should be handled by the federal and state governments because each one can make it more localized for each state. Each state is different and has different affects. The federal government can help the different states devise plans. This is bad because when humans consume the mea that has been affected by antibiotics, the meat they are eating might have bad bacteria on it because of the antibiotics killed the good bacteria in the meat.
