I found that there are some key characteristics of ESL students working at five different levels of proficiency! 

Level 1 - Beginning 
*New to English, Little or no Exposure

Level 2 - Developing
*Beginner with some prior English, limited proficiency 

Level 3 - Expanding 
*May have studied English in their Home Country

Level 4 - Bridging
*Listening and speaking skills approaching English speakers

Level 5 - Extending
