Established by Truman in Early 1947, the loyalty review program was meant to screen all federal employees. The act confirmed the thought that the Communists had infiltrated the government. The public fears had been extended that the nation was full of communists and that they were going to take over the country. The program scared the public because it admitted to the people that the goverment thought comunist were in the goverment.

Many books, movies, and tv shows were released during this time. Many movies about the FBI were released during this time including I Was A Communist for the FBI and Walk East on Beacon. These movies helped spread the fear that the Soviet Union could drop a bomb on us at any time and that there were people who lived around you in your cities that were Communist. The book Hiroshima was published in 1946 providing many firsthand accounts of the bomb which made Americans question the use of the bomb and install a fear of what the bomb may do to us.
