The main purpose was to combat deflation in the 1990s. Many attempts by the Bank of Japan to stimulate the economy has failed, with Japan still suffering from deflation after 2009.

USA
The central bank used QE to increase employment in the US and generate consumer spending. The use of QE was successful, with job numbers picking up and the economy growing. 

EU
The ECB wanted to reduce the pressure on Greek bonds, maintain price stability and increase exports to other countries outside the EU.

They bought bonds so price of bonds increase so yield of bonds decrease. Investors asked for higher returns which leads to a vicious cycle. EU become more volatile and some countries pulled out. This leads to them implementing QE to stablisethe economy
Japan: Shortage of consumption so they introduced QE to cause  inflation so that people will spend and buy things
US: Financial Crisis which led to people losing jobs and they implement QE to drain out toxic assets.
