         <description><![CDATA[<div>The 1883 Civil Rights Cases stated that the 14th amendment only protected Black peoples political rights, and not their social rights. The Supreme Court stated that government authorities were not allowed to discriminate based on race, but they could not hold private business accountable in the same way. This led to the start of segregation and the Jim Crow south.</div>]]></description>
