Alfonsín assumed the presidency on December 10, 1983, and focused his administration on consolidating democracy and defending human rights, creating the National Commission on the Disappearance of Persons to investigate the crimes against humanity committed during the dictatorship. Menem, on the other hand, assumed the presidency in 1989 and was characterized by a liberal approach, addressing hyperinflation and the economic crisis through liberal reforms, state measures, and market opening.

On April 25–26, 1986, the Chernobyl Unit 4 reactor crew conducted a safety test to measure how long turbines could power cooling pumps after a power loss. To perform the test, operators disabled key safety systems, leaving the reactor unstable. When they attempted to shut it down, a design flaw in the control rods triggered a massive power surge. The resulting heat caused fuel fragmentation, steam buildup, and two explosions that destroyed the reactor, releasing huge amounts of radioactive material. Fires ignited by the ejected graphite and fuel spread radiation into the atmosphere. In response, helicopters dropped thousands of tons of materials to contain the blaze. A later investigation found that while operators made critical mistakes, they had not violated explicit safety rules—because none adequately addressed the reactor’s dangerous low-power behavior.
