If a city was destroyed during an earthquake it would not be a good idea to rebuild it again because it is a good chance that it could happen again in the same place it happened that it happened last time.

Rebuilding that city would be a ignorant. Earthquakes are not random, they occur in certain areas,meaning another earthquake of such strength is bound to happen again, possibly destroying the city once again.
