In broad terms the slowdown of the process is due to the union being careful when looking into new members. 
Also there are historic differences between certain countries and that causes debate and slowdown. 
The original countries also had their own ideas on how the union should look and these ideas conflicted alot  and caused alot of discussion.

The treaty build up on existing treaties and the aim was economic and monetary union. 

Treaty of Maastricht also led to institutional reforms. Voting in the Council and Parliament powers were extended. Parliament set up committees of enquiry and a Regional committee was set up.

Concept of common citizenship was emphasised.

The principle of subsidiarity was adopted, which meant that policy decisions should be taken at the appropriate level.

Overall, the treaty established the European Union and was a giant leap forward European Integration.

Tatcher says that we certainly do not need new regulations which raise the cost of employment and make Europe's labour market less flexible and less competitive with overseas suppliers. Britain will fight attempts to introduce collectivism and corporatism in Europe.  She is against policy against any advancement in European integration, striving to reduce the British contribution to the EU.
