I think this because they are not use to being in charge of themselves. It might be harder to agree, because they are so used to having people telling them what to do and didn't let them decide things for themselves.
I think that they will definitely have agreement issues. When they were being ruled by England, England was always telling them what to do, and making their decisions for them. Yes, they had the Sons of Liberty, and they secretly conspired against the British, they never had an effective plan that got them to be independent until the revolution. 
I also think that there may be conflict with equality.
