There are two techniques called "cracking" and "packing". Cracking is when they Dilute the voting power of the opponents voters, and Packing is when they pack all of the votes of one opponent into one district to reduce voting power in other districts.</div>]]></description>

They can be found in Article I, Section 8 in the constitution.<br>Implied powers aren't things that are written in the constitution but the "elastic cause", located in Article I, Section 8, the grants congress the power to pass unspecified laws. An example of an implied clause is setting minimum wage. </div>]]></description>
