         <description><![CDATA[<div>This Confederation Congress did not have three different branches of government so all power lies with one group. Each state only has one vote so an agreement must be met before the vote is casted leave states will be under represented and small state will be over represented. Laws passed by 2/3rds vote and amendments had to be unanimous because of this it does not allow change in laws from having to agree with 2/3rds of the people. Could not levy direct taxes could only ask for contributors. No army relied on state militia. Could not regulate interstate and foreign trade. Could not levy import and export tariffs. Get 9 states to agree to a law and all 13 to amend the Articles. 13 different currency lead to dollors being worth more in certain states.</div>]]></description>

         <description><![CDATA[<div>FINALCAL: Unpaid war debt was a great problem for the Congress. FORIEGN: European nations had little respect for a new nation that could neither pay its debt nor take effective and united action in a crisis Britian and Spain were threating to take advantage. DOMISTIC: states were fighting with each other over the thirteen different currencies erecting trade barriers and unable to suppress popular protest. NEWBURGH CONSPIRACY: continental army wants to overthrow George Washington and march to philidiphia and get their money. DANIEL SHAY'S REBELLION: summer of 1786 in Massachusetts farmers from the western portion was led by Captain Daniel Shay. Uprising was over high state taxes, imprisonment and lack of paper money. Confederation Congress was unable to prevent and appeared helpless and ineffective. Alarmed many nationalist and spurred call for meeting to reform the Articles. </div>]]></description>

         <description><![CDATA[<div>The first land to be given to the confederation was the northwestern territory. Maryland delays ratification of the articles untill Virginia gives up their land. LAND ORDINACE OF 1785 created a system of townships which provided for the orderlysale and settlement of land in the northwestern territory. Funds from sale of one section of land to be designated for schools in the area. NORTHWEST ORDINACE OF 1787 set rules for creating new states. Creates 3-5 new territories in northwest. Population of 5,000 may elect assembly. Population of 60,000 may petition for statehood. Bill of rights provided. Slavery outlawed. </div>]]></description>
