Even though Mao promised to do that he had huge obstacles to go through first like china's huge population needed to be fed clothed,housed, and educated. Plus earthquakes, floods,and droughts didn't help that much either. The government still controlled the farms and controlled what they produced and how they run their farm. Mao formed communes which are villages that divided china,the commune controlled land and peasants lives.
