For the second part, I used L=0.1m for fin length, which resulted in an efficiency drop to 9.6%. I am unsure if there was an error in my calculation, but I still conclude that steps to improve efficiency in fins, such as changing length will increase fin efficiency to a certain point, before the it efficiency starts decreasing.
